30/04/08  CVIAQ to comment on the Single Trailer Certification Scheme
 

As a member of the Commonwealth Department of Transport’s Technical Liaison Group, CVIAQ CEO, Mr Brett Wright has been requested to comment on the proposed Single Trailer Certification Scheme.

The Department advises that the Single Trailer Certification scheme replaces the Low Volume Assessment scheme (LVAS) for Heavy Trailer Braking Systems (Administrator Circular 38-1-4) and allows for the supply of trailers over 4.5 tonnes Aggregate Trailer Mass that are fitted with braking sub-assemblies not covered by a Sub-Assembly Registration Number.

The LVAS has been in place since 1984 and is no longer appropriate as the circumstances of its introduction have changed.  Approved sub-assemblies (SARNs) are now widely available and trailers have to comply with other applicable ADRs rather than just ADR38.  In addition the LVAS is restricted to trailers with compressed air brake systems.

The Single Trailer Certification scheme allows only one trailer per manufacturer per financial year to be certified.  Applicants wishing to certify more than one trailer per financial year can use the procedures specified in Administrator Circular 0-3-6 – Certification Procedures for Trailers.
